CA Assembly Bill 3074 applies to all California residents. Non-compliance risks fines, loss of homeowners insurance, and complications when selling your property.
What Zone Zero Means for Your Property
Zone Zero is the first five feet around your home and any attached decks. As of February 2026, moderate and high fire-risk zones, along with all new projects, must eliminate combustible materials and vegetation in that band or risk fines, cancelled homeowners insurance, and problems at the point of sale.

What Is Required in Zone Zero (0–5 Feet From Structures)
Remove Fuels
Clear all dead plants, dry leaves, pine needles, wood, mulch, and debris.
Fencing, Gates & Patio Covers
Combustible wood and vinyl fencing, gates, and patio covers attached to the home should be replaced with non-combustible aluminum or metal alternatives.
Hardscaping
Convert the area to non-combustible materials like concrete, gravel, pavers, or bare soil. Mulch and bark can no longer be used.
Trees
Trees are allowed, but healthy branches must be at least 5 feet from walls, and canopies trimmed at least 10 feet from roofs and chimneys.
Plants
Replace vegetation with fire-resistant options.
